The city says "beads and other non-biodegradable items are incredibly harmful to the environment and pose serious threats to marine wildlife." That's because beads take hundreds of years to break down into microplastics, which remain in the environment forever, the city says. "They persist in the natural food web, causing harm not only to the environment but to all living things, people included," the city stated, in part. "The health of waterways directly correlates to the health of society." Not only is throwing beads bad for the environment, but it's also illegal in Florida. Throwing beads, or anything else, into the water including green dye is prohibited under Florida Statute 403.413. By Statute a Permit is required to dump green dye into the Hillsborough River. Contrary to state law the head of the Hillsborough County Environment Agency states that a permit is not needed to dump green dye into the river. [FLORIDA STATUTE 403.413]

NOW ON TO MORE POLITICAL DUPLICITUOUSNESS FROM MAYOR JANE "SICK DOUBLE STANDARD" CASTOR

Some people have a deep and abiding respect of the environment all the time but some like Mayor Castor only have respect for the environment when it POLITICALLY SUITS HER as with the bead in the bay case. Even though dyeing the Hillsborough River Green with said dye was/is environmentally harmful Mayor Castor went right ahead and sullied and polluted the Hillsborough River for the $$$$ for the city over the environment. THAT IS A SICK MAYOR.

(4)DUMPING LITTER PROHIBITED: Unless otherwise authorized by law or permit: The City of Tampa does not have any authorization of law nor did/does the City of Tampa have the statute required permit that would allow Mayor Castor to sully and pollute the Hillsborough River by dumping in the river critical oxygen depleting green dye. WE REQUESTED THE CITY TO PRODUCE THEIR 2024 PERMIT TO DUMP GREEN DYE IN THE HILLSBOROUTH RIVER. THE CITY'S RESPONSE WAS THAT THEY HAD NO SUCH PUBLIC RECORD PERMIT PERMITTING THE DUMPING OF GREEN DYE IN THE RIVER.

So the city of Tampa did not have a required and mandated by law permit to dump green dye in the river but went ahead and unnecessarily polluted the Hillsborough River for a fake Irish holiday party, oh boy! Of course since Mayor Castor's office wanted to brush our organization off by blaming the water department by stating that: "The City of Tampa has reviewed its files and and determined there were no responsive records to your request. The Water Department notified us that a permit was not required." The city states that the Water Department notified us that a permit is not required. Apparently the Water Department has not read Florida Statutes that make it clear a permit is needed to dump this green dye in the river or it would be illegal to do so. No one one should trust or take the word of the Tampa Water Department because they falsely hold and misinform the public that this green dye does no environmental harm when the deep science and the label says otherwise. Talk is cheap and we bet they would not bet their house on the SCIENCE, nor drink a tall glass of green dye that they purport is "harmless". A carcinogen warning on the label is NOT HARMLESS IT IS HARMFULL! It is not the legal perview or any legal authority of the Tampa Water Department to legally proclaim that a permit is not required when it is.

Instead of the water department protecting the environment they want to go along to get along with what the boss Mayor Castor wants so the Water Department toes the line and fronts for the sullying and polluting the Hillsborough River with oxygen depleting green dye that has no real reason to be put in the river except for some goofballs that think turning the river green is cool when it is not only not cool it only teaches our children bad double standard habits. Now let us see the Water Department produce their legal reasoning authority and law backing up exactly why the city does not need a permit to dump green dye when the Florida Statute 403.413 says otherwise. Sounds to our organization that the Water Department is trying to bluff this off when in fact they really did need a permit to dump the green dye in the river and now that they got caught they have to double down on "we don't need no stinkin' permit" (when they really do) to put unnecessary off label use polluting substances in the river. As was stated the Mayor even was quoted as saying "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS PROHIBITED". WHAT PART OF THE MAYOR CASTOR'S PROCLAMATION THAT: "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS PROHIBITED" DOESN'T THE TAMPA WATER DEPARTMENT AND THE HILLSBOROUGH ENVIRONMENTAL PROTECTION COMMISSION GET THAT MAYOR CASTOR SAYS "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS PROHIBITED"

TURNS OUT THAT THE CITY OF TAMPA DOES NOT HAVE AND NEVER DID APPLY FOR OR GET A PERMIT FROM THE STATE TO DUMP GREEN DYE IN THE RIVER. WITHOUT THE STATE REQUIRED PERMIT THE "EMPTYING" OF CARCINOGENIC GREEN DYE INTO THE RIVER WOULD BE NOT ONLY ILLEGAL BUT ENVIRONMENTALLY IMMORAL AND UNETHICAL AND THE RIVER DESERVES BETTER THAT THIS NONSENSE.

The unnecessary green dye "emptied" into the river is legally defined as "litter".

Mayor Castor says there is no harm to the Hillsborough River from polluting the river green with the dye used. She must be listening to the water department telling her false information about said dye. The water department claims that there are no negative environmental effects from said dye that is plainly an untruth based on scientific analysis of what this stuff does to the water. The Mayor and the Water Department can and will double down on their fake mantra that " the green dye we used is harmless to the river and enviroment but they would not bet their house against the SCIENCE! nor drink a tall glass of their carcinogenic green dye.

It's non-toxic, biodegradable, meets all EPA standards, and is certified to comply with National Sanitation Foundation Standard 60 for use in and around drinking water. This is the same dye often used in eye surgeries, food, and water systems to trace the flow of drinking water." The carcinogen warning on the label speaks loudly that said green dye is not HARMLESS. Biodegradable is not necessarily environmental friendly and in this case no one in their right mind would try to biodegrade this green dye in their compost pile. Calling the green dye biodegradable in this case is corporate "green washing" attempting to make your carcinogenically labeled product sound safer than it is. The dye label states that the green dye is to be used to trace the flow of drinking water. The label says nothing about using the green dye to unlawfully pollute the Hillsborough River. Mayor Castor violated the law that was photo posted on one of the Tampa Government websites which incriminated Mayor Castor and the accessories. Mayor Jane Castor was not using the dye to locate a leak in a potable water system per the label, the city was carcinogenically sullying the Hillsborough River with this green dye to generate money for a fake Holiday no less. That is what the City distractively said, here is what the Kingscote Website says: "Bright Dyes® are safe for the environment, non-toxic, biodegradable and meet EPA standards. Notice on the Kingscote Website that it clearly says "water tracer dyes" and this green dye is not being used for tracing water leaks as per the label. Notice also that it also says that: "certified by the National Sanitation Foundation (NSF) Standard 60, for use in and around potable water at recommended levels." The dye is certified for use in an around POTABLE water to detect leaks, but the Hillsborough River is not a potable water source. So the green dye is not certified to "empty" into the Hillsborough River. In fact the illegal dumping of 250 pounds of green dye into the river with no valid permit is in fact an illegal CRIME! A CRIME! The dye is used in detecting a water leak and even though it is used in potable drinking water to find a leak the dyed water is not meant to be consumed. This product is being used for an off label use. The label doeS not say to use this dye to needlessly pollute the Hillsborough River with green dye. The manufacturer never intented this product to be used to needlessly pollute a river because it is a dye tracer, not a dye to dye the river green for a bunch of partying environmentally blind knuckleheads.

5. When the city began dyeing the river, about 150 pounds of the product was used. Instead of mixing it, the powder was sprinkled directly into the river. Now, about 250 pounds of the powder is mixed with water offsite. The approximately 280-gallon mixture is then transported to the boats at the park. The liquid mixture is then put on the surface of the river by boats and reapplied throughout the event. The dye starts breaking down two to three days after application, but Ring said that is dependent on weather and tidal conditions.

They claim said green dye is bio-degradable, but what they are doing is attempting to "green wash" the green dye by saying it is biodegradable. One thinks of a real biodegradable organic item as an item that can be put in a compost pile and composted. NO ONE IN THEIR RIGHT MIND WOULD PUT THIS PURPORTED BIODEGRADABLE CARCINOGENIC GREEN DYE IN THEIR BIODEGRADBALE COMPOST PILE. "GREEN WASHING" WITH A "BIODEGRADABILITY CLAIM" IS A PURPOSELY DECEPTIVE TECHNIQUE USED TO TRY TO TAKE A CARCINOGENIC GREEN DYE AND MAKE IT ACCEPTABLE FOR OFF LABEL USES IT SHOULD NOT BE USED FOR.

All Mr. Pratt's excuses are overcome by the researched science which Mr. Pratt conveniently fails to disclose.

"And that's why we really don't have any continuing concerns about this particular thing."

Chris Pratt forgot to mention the dye he says has to be continuously applied says it is a known carcinogen on the label and do not allow in rivers.

10. In the above Tampa Bay Times article on the green dye the sub-headline reads "The city maintains the dye is harmless. The city (Tampa) can falsely and deceptively maintain all day long that said dye is harmless but that does not make said dye harmless when the science and the carcinogen warning on the label reveal otherwise. Known carcinogens are not harmless. Just another lame brain excuse but still no good reasons to dye the river green because there is not any.

In the above article Liz Hall spokesperson (spin doctor) for the Tampa Water Department says: "The city maintains the dye is harmless and safe for the environment: It’s nontoxic, biodegradable and certified for drinking water systems", said Liz Hall, a spokesperson for the Tampa Water Department. The City and their paid mouth pieces like Liz Hall and Jonh Ring can maintain the dye is harmless and safe for the environment all day long, but that is against the science and state law that the city is conveniently turning a blind eye. THE LABEL EVEN WARNS THAT THE DYE CONTAINS A CHEMICAL KNOWN TO CAUSE CANCER.

12. Liz Hall of the Tampa Water Department clams: It’s nontoxic, biodegradable and certified for drinking water systems, said Liz Hall, a spokesperson for the Tampa Water Department. This is a xanthane dye that is harmfull to the aquatic environment. Their spin term biodegradable is used to distract. Biodegradable does not mean environmentally friendly and in this case the dye is not environmentaly friendly because it only breaks down by using precious available oxygen and still leaves the chemicals in the water. Liz Hall Tampa Water Department says the dye is certified for drinking water systems which is another attempt to distract from the facts. While the green dye on the label is used to detect leaks in drinking water systems the Hillsborough River that was carcinogenically polluted with the mess green dye is not on the list of on the label uses. The Hillborough River is a river that has no leaks to use the green dye to locate a leak and it is not not a drinking water system that was carcinogenically polluted for a party and not to detect a leak. In 2025 instead of illegally, immorally and unethically carcinogenically polluting the river with Grow Financial's 16k of green dye for River O'Green so they can show that they will put their green dye where their spin doctoring mouth is the city can fill a large portable pool by the riverside then mix the green dye into the pool and Mayor Jane Castor can be the first to take the green dye challenge. Of course to show what they said was sincere Liz Hall, John Ring, Chris Pratt can be next in line to take the drink the green dye challenge. These synopant minions will say what they have to say to spin the misleadia and try to fool the general public but when itcomes down to putting their mealy mouth where there PURPORTED NON-TOXIC GREEN DYE IS THEY ARE NOT GOING TO DRINK OF THE DYE THEY CLAM IS NOT HARMFUL. 13.(Liz) Hall also cited reports from the U.S. Environmental Protection Agency that claim the dye is safe for aquatic environments and noted it’s certified by the National Sanitation Foundation, or NSF. More BS distraction, even though the dye is certified by the National Santitation Foundation (NS) the dye is certified for its on the label use to detect leaks only when a leak needs to be detected. There were no leaks in the river that needed to be detected with this green dye. That is just another Water Department butt kissing lame excuse tried to be used as a valid reason to needlessly pollute the river with a known carcinogen warning on the lable post on this website when there are no good reasons to pollute the river with this mess. Since Liz Hall defends the harmlessness of this green dye she can be one of the first in line at the 2025 "St. Patrick's Day Drink the Carcinogenic Green Dyed Water Challenge". A big glass of the green dyed water will be saved for Liz Hall in case she is late to the party.

14. "Roughly 300 gallons of the dye mixture is used during the event, according to Hall. It cost about $16,000 and was paid for by Grow Financial, a Tampa-area federal credit union. The annual tradition started in 2012 when Bob Buckhorn was mayor." Our organization is sorry to say that we see that Grow Financial contributed $16,000 dollars for the green dye. This is going to be public relations problematic for Grow Financial funding the polluting of the river with a known carcinogen. Of course Grow Financial sees hundreds of people show up for the polluting the river event and think they are getting good positive publicity. But what the knuckleheads over there at Grow Fiancial did not plan on were the thousands of people that did not come to the river pollution event because they were horified that Grow Financial would fund such environmental degredation and this it was all good publicty when it was not. For every environmental idiot that was there cheering on Grow Financial's polluting the river with a known carcinogen there are a 1000 people that know that it is an abomination to the river. JUST A COUPLE OF SUGGESTIONS FOR GROW FINANCIAL. FIRST SUGGESTION IS FOR GROW FINANCIAL TO NOT POLLUTE THE RIVER BUT SET UP A BIG POOL OF DRINKING WATER NEXT TO THE RIVER AND MIX THE GREEN DYE INTO THE PORTABLE POOL THEN THE GROW FINANCIAL KNUCKLEHEADS THAT THINK THAT THIS DYE IS HARMLESS CAN ALSO TAKE THE DRINK THE GREEN DYE CHALLENGE. AGAIN, THEY CLAIM THE GREEN DYE IS HARMLESS SO LET THEM STEP UP FOR A NICE BIG GLASS OF CARCINOGENIC DYE YOU CAN EVEN BRING SOME FOR YOUR NICE GREEN DRINK. SECOND SUGGESTION IS TO QUIETLY NOT FUND THIS NONSENSE FOR 2025 OR AFTER. IF THEY DO THEY ARE RISKING A LAWSUIT WHERE THEY ARE ON THE MORAL, ETHICAL, LEGAL AND FACTUAL LOW/NO GROUNDS AND THE PUBLICITY OF GROW FINANCIAL CONTINUING TO FUND THIS GREEN DYE MESS WOULD NOT BE PRETTY. IF THE NEED BE OUR ORGANIZATION DOES NOT THINK THAT MAYOR CASTOR, JOHN RING, CHRIS PRATT, lIZ HALL ETC WANT TO SIT AND TESTIFY UNDER OATH AT A DEPOSITION BECAUSE THEN THEY CAN'T SPIN ANYMORE. THE CITY HAS TO ASK ITSELF, DOES THE CITY WANT TO CONTIUNE POLLUTING THE RIVER WITH A KNOWN CARCINOGEN FOR A FAKE HOLIDAY PUTTING MONEY OVER THE ENVIRONMENT OR DO THEY WANT TO QUIETLY DROP THIS GREEN DYE MESS BEFORE IT COSTS THE TAXPAYERS BIG DOLLARS TO DEFEND A LAWSUIT THE CITY CAN'T WIN LEGALLY NOR PUBLICALY. 16. According to Steve Murawski, a fisheries biologist at the University of South Florida. "Another factor is how fast the water is moving. The faster the water flows, the quicker the dye will dissipate." Said green dye dissapates where you can't see the color but the broken down chemicals are still present in the aquatic system. Again this is not a reason it is a lame brain public relations spin excuse again.

17. According to Steve Murawski, a fisheries biologist at the University of South Florida. "Eventually it'll all move out into Tampa Bay, where it dilutes further." Another lame brain academia excuse but not a good reason.This is the old polluter mantra "THE SOLUTION TO OUR CARCINOGENIC POLLUTION IS DILUTION". Just what we need carcinogenic chemicals moving out into the bay when they did not have to be put there in the river in the first place. Spin some more.

18. Emptying dye into the river doesn't require a permit from the Environmental Protection Commission of Hillsborough County, according to Sam Elrabi, director of the commission's water department. "We have never documented any environmental issues," Elrabi said in an interview with the Times. "It's a limited-duration event - the dye dissipates after a few hours. (The commission) is not involved in it, and therefore we don't have an objection to the dye, based on the characteristics of the dye itself." One of the characteristics of the dye that Sam Elrabi HCEPC says they don't have an objection to says right on the label that the dye contains a known carcinogen. The specific area in the river where the dye is released sees large tide changes, Elrabi said. That is another of Elrabi's butt kissing excuses, large tidal changes or not dumping a known carcinogen into the River for a fake Irish Hiliday no less is a sick environmental abomination. It also appears that dumping over 15 pounds of this dye into the river rises to a crime. When is the law going to be enforced?

Sam Elrabi that is pure political butt kissing excuse distraction but not one good reason. Emptying dye into the river doesn't require a permit from the Environmental Protection Commission of Hillsborough County, according to Sam Elrabi, director of the commission's water department, but that does not mean that state law does not require a permit for such carcinogenic dumping.

It is correct that the Hillsborough County Environmental Protection Commission is not vested with and does not even have the authority to issue the required permit for this kind of "emptying" dye polluting the river. So Sam Elrabi is telling a half-truth because he is making it sound like because the HCEPC does not require a permit that a permit is not needed nor required and that is incorrect. State law controls this kind of dumping and a permit is required from the state. The Mayor did not bother to seek a state permit probably because it would be ridiculous for the Mayor to ask the state to grant the dumping of 250 pounds of printed on the label carcinogenic green dye into the Hillsborough River.

Then he tries to distance himself from the mess by declaring The Commission is not involved in it. But the Commission could do the right thing and communicate to Tampa Mayor Jane Castor that "emptying" carcinogenic dye into the river is not a good idea and contracy to protecting the environment when the Hillsborough County Environmental Commission is charged to do but seems to be avoiding that responsibility to the environment and the tax payers.

Since Sam Elbari of the HCEPC seems to think there is no harm being done with the dumping of the gree dye into the river and the HCEPC is neutral then we will have a special invite to the 2025 "St. Patrick's Day Drink The Carcinogenic Green Dye Challenge" to drink the green dye. Drink up Sam!

21. "The stuff dissipates," Elrabi said. "It doesn't sit and it doesn't linger." Sam says the green dye dissipates, but does not tell you what chemicals it dissipated into. The green dissipates but the chemicals are still unnecessarily in the aquatic system where they did not have to be put in the first place. "Dissipates" does not mean gone from the water, nor does it mean the chemicals are not still present in the water. Although they try to tell you through the MisLeadia that Dillution is the Solution to their carcinogenic pollution they are still putting a known carcinogen purposely and totally unnecessary and an environmental abomination into the river FOR NOT ONE GOOD REASON. This is just a partial list of the excuses, via lies, via disinformatOin and via DECEPTION propaganda put out by Tampa Mayor Jane Castor and her good cowardly mealy mouth minions.

On March 17, 2024 we requested a public record from the City of Tampa. Records Requested: I am requesting just one public record from the City of Tampa. The record I am requesting is the 2024 Permit to add green dye to the Hillsborough River. Please send a copy of this permit to me at my email at ... If I have not sent this to the correct city administrator to get this record please forward this request to the person responsible for providing this public record. thank you
The City of Tampa responded with: "The City of Tampa has reviewed its files and determined there are no responsive records to your request. The Water Department notified us that a permit was not required."

Apparently the Water Department has not read state law which states that a permit is needed for such dumping of a green dye carcinogen into the Hillsborough River for not one one good reason.

The City says that the Water Department says they don't need a permit. The Water Department does not have the authority to declare that a permit is not needed but a permit is needed because dumping carcinogenic green dye into the rivef contradicts state law and Mayor Jane Castor's Proclamation that "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS ILLEGAL" What part of Tampa Mayor Jane Castor's Declaration that "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS ILLEGAL" doesn't the Water Department get?

Furthermore, because the Water Department attempts to push this off on their lame brain statement that "The Water Department notified us that a permit was not required" is not legally sufficient because the BS'ing Water Department does not have the perview or legal authority to falsely claim they don't need a permit. The Water Department is attempting to falsely project their BS that they don't need a permit when the law requires a permit to dump a this kind of carcinogenic mess into the river. We doubt the permitting agency with the authority would even consider granting the City of Tampa a permit to pollute the river with a carcinogen for a party no less.

On Monday March 25, 2024 we sent back a request to the City of Tampa:

"I am going to request something more legal than the city just saying: "The Water Department notified us that a permit was not required." "Please have the water department provide their legal basis and authority to not have to issue a permit rather than just saying "The Water Department notified us that a permit was not required" is not legally sufficient." "Please send that back to me at this email. thanks"

Of course since the Water Department was only falsely pretending to have authority where they have none they tried to slither out with BS the Water Department did not answer to provide their legal basis and authority to say they don't need a permit to pollute the river with a known carcinogen green dye because the don't have any legal basis or authority here as they falsely claimed. Deception is as Deception does!

On Wednesday March 25, 2024 the City stated that:

"The Water Department provided the attached document as a courtesy as it explains the reason for no responsive records." No it does not explain the reason for no responsive records it attempts again to bluff BS and that is being called out right here and now!

The attached document is the above letter from the USCG which states to the City of Tampa :

"You are reminded that, while no Coast Guard permit is required, you must comply with all existing Federal, State and local laws and other requirements that may impact your ability to hold your event as proposed."

"You should take appropriate action to ensure compliance with all such requirements prior to holding your event."

"As the event sponsor, you are still responsible for the overall safety of the event and obtaining any appropriate permits from other Federal, State and local authorities"

We wrote back: "Thank your for the document. Unfortunately it does not close this matter."

If you will notice in this letter that:

"You are reminded that, while no Coast Guard permit is required, you must comply with all existing Federal, State and local laws and other requirements that may impact your ability to hold your event as proposed."

"You should take appropriate action to ensure compliance with all such requirements prior to holding your event."

So what Tampa Major Castor's office is attempting to do here is falsely push this off on the Coast Guard letter. When the letter clearly states that:

"You are reminded that, while no Coast Guard permit is required, you must comply with all existing Federal, State and local laws and other requirements that may impact your ability to hold your event as proposed.

Looks like Tampa Mayor Castor turned a political blind eye to existing state law that requires a permit for such dumping of this carcinogenic material into the river.

"Pursuant to the Public Records Act our organization is requesting you send back to this email the complete application that the City of Tampa or anyone else representing the City of Tampa or River O' Green put into the Coast Guard to try to get the permit to dye the river green. thank you for your prompt attention to this public records request."

We asked for a complete application for the 2024 River O'Green Party and what we got after that was a deceiptful provable unlawful attempt by the city to circumvent and thwart the Public Records Act and not give us the complete records until they knew we would sue for those records and win and they would look stupidier than that already do now.

On June 24, 2024 the City of Tampa received a public records request in which you requested the following:

Records Requested: Pursuant to the Public Records Act our organization is requesting you send back to this email the complete application that the City of Tampa or anyone else representing the City of Tampa or River O' Green put into the Coast Guard to try to get the permit to dye the river green. thank you for your prompt attention to this public records request.

The City of Tampa has reviewed its files and determined there are no responsive records to your request. The Water Department stated that no permit was required.

If you have any questions or wish to discuss this further, you may submit a message through this portal.

There is nothing sincere about the City's attempt to unlawfully with hold records they had. We asked for the APPLICATION NOT THE PERMIT that they sent to the USCG to get the letter back acknowledging the City of Tampa did indeed send the very public record to the USCG that they are denying at that time they had.

" "The City of Tampa has reviewed its files and determined there are no responsive records to your request." At that time the City falsely stated there were no responsive records when in fact they sent the USCG a complete application for a permit back in 2023 for the 2024 River O'Green party. So the city sent the USCG a complete record we asked to get and the City at first tryied to foist off on us that they did not have any such record. Not a very good lie.

On July 24, 2024 we send back the City this email stating the facts:

Attached you will find the Coast Guard letter acknowledging that they received the APPLICATION for approval of a permit to dye the river green.

The Coast Guard states:"Dear Mr. McKenzie, I have received your Application for Approval of Marine Event, Form CG-4423. dated December 04, 2023..."

The Coast Guard acknowledges getting this application in said latter which is a public record.

A CG-4423 Form was sent to the Coast Guard to try to get approval for a permit. Even though the Application did not get approval that Application is still a public record.

Attached you will find a blank form CG-4423 the same form used to make the public record that the city sent to the Coast Guard. The city has previously said there are no records responsive to our public records request.

Please find the 2 pages of public record copies of the CG-4432 form that the city sent the Coast Guard last year that the Coast Guard is acknowledging that they received in their attached letter.

"The water department stated that no permit was required." NOT REQUESTING THE PERMIT WE ARE REQUESTING THE APPLICATION AND EVEN THOUGH THE WATER DEPARTMENT CLAIMS AND PURPORTS THAT NO PERMIT IS REQUIRED THE APPLICATION THAT THEY SENT TO THE COAST GUARD IS A PUBLIC RECORD.

PLEASE SEND BACK A COPY OF THE CG-4423 FORM THAT WAS SENT LAST YEAR TO THE COAST GUARD FOR APPROVAL OF THE RIVER O'GREEN MARINE EVENT.

Thank you for your attention to this matter.

At that time the City falsely claimed they had no records responsive to our requests all the while the City send the USCG completed form CG-4432 which was exactly what we were asking the City for that the City said they did not have. OOPS!

On July 25, 2025 the City sends us an email that states:

"We have reopened the request while we double check."

So the City got caught in their untruth that the city doesn't have any records responsive to your request but the City has those records because we sent them to the USCG in 2023 for the 2024 River O'Ignornace Party.

So after that the city unlawfully tries again to thwart our simple public records request by unlawfully offering up 2 separate years of the River O'Green applications and we are supposed to extrapolate some information on the city's "The City of Tampa has reviewed its files and located responsive records to your request. Please log in to the City of Tampa Public Records Center to retrieve the records. The following is from the Water Dept: "Please see the record of the online CG-4423 application we submitted to the Coast Guard on 12/04/2023 for the 2024 ROG Event. Note that the entry for Item 15 was made inside of a drop-down box in the Coast Guard's online application form, and our response had

more words than would fit within the box and be visible on the computer screen. So when the doc was printed to pdf (to save it), it only printed the portion of the text response visible on the screen (the part that was within the physical limits of the box).

The part of the response further down (outside the physical limits of the box) was not printed/saved. However, the response I put in that box is the same response I've put in that box previously when making this application. It turns out that when I made our 2016 application before I printed the form to save it, I had turned the view to "landscape," which apparently allows all contents of the response box to remain visible. Therefore, I included a copy of our 2016 application so the complete response can be seen. Sincerely, City of Tampa."

This is a blatant illegal attempt by the City to once again ignore the mandates of the Public Records Act and not give us a simple Public Record. What is in that record the City does not want anyone to see? Some in the Water Department is risking their

job and pension by trying to be cute and circumvent the Public Records Act with nonsense two-part records.

Below is the incomplete 2023 for the 2024 River O'Green Party produced record that can't be completely read because it was purposely turned to Portrait so it could purposely not be fully read.

Below that is the complete 2016 River O'Green application that the Water Department says to get the information that can't be read on the 2023-2024 application off of which is absurd and ludricrous because the Public Records Act demands the full complete records

not some piece meal records passed off by the Water Department as a bonified Public Records. This was/is a violation of the Public Records Act.

Now since we won't put up with any of the City's BS and unlawful with holding of a requested Public Record we sent the City on August 7, 2024 back this email:

"Thank you for your effort to send us a copy of the requested public record. Unfortunately, you only provided a partial public record and not the complete public record. This incomplete public record does not meet my public records request nor does it meet the

mandates of the Public Records Act. We will await you to comply with the Public Records Act and find and send back the complete requested public record and not a piece meal record. Thank you for your prompt attention to this matter."

Up to this point the City of Tampa had the requested record in the first place but tried to illegally withold it saying they did not have it, then when pressed they produced 2 separate applications and said to get the information off of the 2017 that is not on the 2024 application and this is another blatant attempt not to fork over the record. What is in the record they don't want the Public to see?

#15 on the 2023 City's application form for the 2024 Carcinogen dump into the river can't be fully read is contrary to the mandates of the Public Records Act. So the City said to get the part that can't be read on their Portrait printed 2023 application off of the provided 2017 which was printed out in Landscape and can be fully read which is absurd and ludricrous.

Since we know exactly what the Public Record Act says and mandates the City's responsive records did not comply with the requested Public Record and we were not going to put up with BS because we could have already sued on the prior violations and if we did not get the full and complete record as the law states we were going to sue the City of Tampa and the City would lose and cost taxpayers a lot of money and get a lot of very negative publicity for with holding public records they knew they had.

On Wednesday August 7, 2024 we sent the city this email:

"Thank you for your effort to send us a copy of the requested public record. Unfortunately, you only provided a partial public record and not the complete public record. This incomplete public record does not meet my public records request nor does it meet the mandates of the Public Records Act. We will await you to comply with the Public Records Act and find and send back the complete requested public record and not a piece meal record. Thank you for your prompt attention to this matter."

The City first said the had no such records. The the City changed that to we will reopen the request. They they say they have no responsive records. Then we point out that the City is falsely claiming they don't have records they sent the USCG and the USCG acknowledged in a letter back to the city that the USCG got the application that the City maintained to us that they did not have when all along they had it. Then the city tried again with 2 separate year piece meal aplications telling us to get the information we can't see on the 2024 application from the 2017application which is a violation.

So after all of the the City comes up months later with the records they said they did not have and then tried to thwart our requests but we don't have a government job and pension to lose but they do and who ever the culprit(s) are they are being rightly called out here.

On August 7, 2024 later in the afternoon, the City sent us an email:

"Good Afternoon, Upon coordinating with applicable City departments, no additional records have been identified responsive to your subject request.Please let us know if we may be of further assistance in the future."

At that time once again the City was maintaining that is all the responsive records they had when they knew that was false.

On August 8, 2024 we sent back an email:

We simply requested 2 complete pages of a public record., not 2 pages with one page that is not complete as you provided. You tried to falsely supplement your incomplete 2024 public record application that was not complete with a many years old application stating that it was the same for line 15. That is not acceptable nor does it comply with the Public Records Act. You have not legally complied with the Public Records Act. This leaves you open to legal action unless you can come up with the complete 2024 application you would be in violation of the law. The Public Records Act does not make exceptions for supplementing incomplete public records with other public records years old as you have tried to foist off.

We will await the city to find the complete WHOLE 2024 application. Since the city is refusing to comply with the Public Records Act and to produce a complete WHOLE 2024 application then send back a statement that the city is not going to provide the complete WHOLE requested public record to us and we will go from there. Not keeping complete public records is a violation of the Public Records Act.

"Upon coordinating with applicable City departments, no additional records have been identified responsive to your subject request."

Our request was for the complete WHOLE 2024 application for the River O'Green Event. The complete PUBLIC RECORD 2024 application was sent by the city and acknowledged received by the USCG. We were sent by the city a NOT WHOLE and not complete 2024 application but the USCG got a full and complete copy of a public record that the city now says they can't produce the whole record to us because according to the city "no additional records have been identified responsive to our request all the while the USCG got a full and complete copy of the 2024 application with the responsive record on it.

We will await the city to find and produce a copy of the complete 2024 application for the River O'Green as the city has sent the USCG a full and complete copy.

ON AUGUST 14, 2024 ONCE AGAIN THE CITY REOPENED THE REQUEST, WITH THIS EMAIL:

"Good Afternoon, The request has been reopened while the Water Department looks into this matter further. Thank you, City of Tampa"

So after all of the city's unlawful attempts not to fully produce our Public Records request they once again suspiciously reopened the request after the City tried to illegally close our Public Records request several times.

On Monday August 19, 2024 the City send us an email that stated:

"The City of Tampa has released additional responsive records to your request. Please log in to the City of Tampa

Public Records Center to retrieve the records.

After the City of Tampa falsely claimed several times they had no responsive records then tried to foist off piece meal records now miraculously after months then comes up with the complete and full record they said they did not have in the first place. They thought they could get away with it but how did that work out for them?

This is the application we asked for in the first place and the City denied they even had it in the first place. When confronted with a lawsuit the City knew it could not win surprise surprise the record was suddenly found! We shall inspect the City's entrys in this application for accuracy, errors and misninformation of which there is plenty.

WHEN IN FACT 6 MONTHS BEFORE RORY JONES PUT IN THAT APPLICATION THERE WERE ALREADY THOUSANDS OF SIGNERS ON A PETITION SUBMITTED TO THE MAYOR OBJECTING TO THE (ILLEGAL) DUMPING OF A CARCINOGENIC DYE INTO THE RIVER.

OF COURSE IF A COURT CASE NEED BE RORY JONES WOULD BE ASKED UNDER OATH DURING A DEPOSITION HOW DO YOU RECONCILE YOUR NO THERE WERE NOT OBJECTIONS TO THE DYEING OF THE RIVER WHEN THERE WERE THOUSANDS WHO SIGNED THE PETITON NOT TO DYE THE RIVER GREEN. NO WONDER THE WATER DEPARTMENT TRIED TO THWART US FROM GETTING A COMPLETE COPY OF THE 2023-2023 APPLICATION FOR A PERMIT FROM THE USCG TO DYE THE RIVER GREEN BECAUSE IT CONTAINED FALSE ANSWERS. IT IS UNETHICAL FOR A GOVERNMENT OFFICIAL TO MAKE A FALSE ENTRY ON A PUBLIC RECORD AND IT IS MORE LIKELY THAN NOT A CRIME. DECEPTION IS AS DECEPTION DOES!

#13 ON THE CITY'S LATEST RIVER O'IDIOCY APPLICATION TO DUMBLY DYE THE RIVER GREEN ASKS "HAVE ANY OBJECTIONS BEEN RECEIVED FROM OTHER INTERESTED PARTIES?" THE CITY'S ANSWER WAS NO, BUT HERE TAMPA MAYOR JANE CASTOR CONTRADICTS THAT WITH A PUBLIC DECLARATION AND SHE IS PUBLICLY OBJECTING TO "THROWING BEADS OR OTHER LITTER INTO THE WATER IS PROHIBITED".

Perhaps Tampa Mayor Castor can take her own advice and "DON'T LITTER IT'S TRASHY".

Notice #10 on the below most recent application that the city first and falsely denied they had this record in their possession was sent from the City of Tampa to the U.S. Coast Guard for a permit to dye the river green which states:

"Description of Events" The event is not specifically a "marine traffic event" - attendees will be landward, in the Curtis Hixon Park, adjacent to and immediately east of the Hillsborough River's eastern shoreline (see attached pdf). The only "activity" in the River will be when the tow Carolina Skiffs distribute and mix the biodegradable green dye into the River (can see the process in the attached YouTube video of the event conducted in 2015). After the dye is disbursed, Tampa Fire Rescue's fire fighting boat will be deployed to aid mixing the dye in the water via its water cannon. The Marine Patrol will police boat traffic in the area throughout the event. The City has performed this event since 2015 without any boat traffic problems or mishaps."

#10 has some more false entries. #10 States:

"The event is not specifically a "marine traffic event" - attendees will be landward, in the Curtis Hixon Park, adjacent to and immediately east of the Hillsborough River's eastern shoreline (see attached pdf)." #10 falsely states that: "attendees will be landward..." There were plenty of attendees in boats in the River. Plenty. To state on this federal form that "attendees will be landward" is a false entry because there were lots of attendees in boats on the River and that were not landward.

The City of Tampa falsely stated again on #10 on said federal form "The only "activity" in the River will be when the two Carolina Skiffs distribute and mix the biodegradable green dye into the River".

Contrary to the City's false entry on #10 there was plenty of "ACTIVITY" from many other boats on the water besides the "two Carolina Skiffs distribute and mix the biodegradable green dye into the River."

The City's application states: "The only "activity" in the River will be when the tow Carolina Skiffs distribute and mix the biodegradable green dye into the River..."

Here the City is purposely attemting to deceptively "GREENWASH" with their "BIODEGRADABLE" term as to make the carcinogenic green dye sound favorable and alright to put in the River."

First off it is still illegal to dump "BIODEGRADABLE" carcinogenic green dye into the water. In this case "BIODEGRADABLE" is used to try to trick the reader into thinking this mess of carcinogenic green dye is ok to put in the water when not only is it not acceptable to dump in the river it is illegal to do so.

As said before many things that are deceptively labeled as "BIODEGRADABLE" harm the marine environment. The Deepwater Horizon Oil spill the oil was "BIODEGRADABLE" AND IT BIODEGRADED RIGHT INTO THE TISSUES OF THE MARINE PLANTS, FISH AND ANIMALS.

SO MUCH THAT ANIMALS LIKE DOLPHINS AT THE TOP OF THE FOOD CHAIN SUFFERED DEATHS AND DISEASES FROM HAVING THEIR BODIES POLLUTED BY THE SO CALLED "BIODEGRADABLE" OIL.

Furthermore, studies have been done that have found prescription drugs in fish and other marine lifes' tissues. Whatever is in the water the fish and marine life it will pollute their systems. So when the DECEPTIVE fools at the City claim this carcinogenic green dye is "BIODEGRADABLE" they don't tell you the carcinogenic green dye will "BIODEGRADE" right into the tissues of marine life AND NEGATIVELY EFFECT THAT MARINE LIFE.

It is bad enough that the City violates the law and illegally dumps 250 pounds of carcingenic green dye into the River but what is worse here is the City's violations of the Public Records Act, the City's shills spin doctoring with falsities to the gullible media, using the purposely misleading term "BIODEGRADABLE" to try to greenwash their illegal dumping of the carcinogenic green dye. A banana peel is organic and will biodegrade but it is still illegal to dump banana peels into the River.

Once again we believe Tampa Mayor Jane Castor to be correct about the law and agree with our organization when she publicly proclaimed that: "Throwing beads or other items in the water is PROHIBITED".

Sec. 14-239. - Throwing or discharging trash, debris, etc., into navigable waters. It is unlawful for any person to place, throw, discharge or deposit or cause, suffer or procure to be placed, thrown, discharged or deposited, either from or out of any ship, barge or other floating craft of any kind or from the shore, wharf, manufacturing establishment or mill of any kind, any trash, garbage, debris, acids, timber, logs, lumber or refuse matter of any kind or description whatsoever, other than that flowing from streets or sewers and passing therefrom in liquid state, into any navigable waters lying within the corporate limits of the city or into any tributary of any such navigable water from which the same shall flow or be washed into such navigable water. It is unlawful for any person to deposit or cause, suffer or procure to be deposited materials or matter of any such kind in any place on the bank of any navigable water or on the bank of any tributary of any navigable water where the same shall be liable to be washed into such navigable water, either by ordinary or high tide or by storms or floods or otherwise; provided that nothing contained in this section shall extend to, apply to or prohibit the operation in connection with the improvement of navigable waters or construction of public works considered necessary and proper by the United States officers supervising such improvement or public work. Nothing contained in this section shall extend to, apply to or prohibit the deposit of any materials upon permit issued by the Secretary of Defense of the United States nor shall this section be construed as prohibiting or declaring that to be unlawful which is permissible in accordance with the provisions of U.S.C. Tit. 33 § 407 relating to navigation or navigable waters. (Ord. No. 89-238, § 2(24-179), 9-28-89)

Tampa Police double enforcement standard. We will arrest you for violating state and local laws on polluting the River if you illegally pollute the River, but we turn our blind political eye to illegally polluting the River when it's Former Tampa Polic Chief Jane Castor now Tampa Mayor Jane Castor doing the illegal polluting of the River. Let us remind Tampa Police that Tampa Mayor Jane Castor proclaimed that: "throwing beads or other items in the water is PROHIBITED." What part of Mayor Castor's proclamation doesn't Chief Bercaw get? Here the Tampa Fire Department helps to ILLEGALLY spread the CARCINOGENIC GREEN DYE IN THE RIVER! Maybe the Fire Departmet Chief can grow a pair and remind themselves and Mayor Castor that Mayor Castor proclaimed that "throwing beads of other items in the water is PROHIBITED" and stop being an accessory to this state and local law pollution violation. Notice that the Tampa Fire Boat is spraying said carcinogenic green dye river water up into the air over and around the other boats were some of the carcinogenic green dyed water mists, atomizes and vaporizes which is then breathed in by unfortunate partygoers.

Isn't it good fun to go to a party where Mayor Jane Castor and her go along to get along minions illegally carcinogenically pollute the river and then to add to the fun the Fire Department sprays water containing a known carcinogen over and around your boat and the landward people where some of that carcinogenically contaminated water mists, atomizes and vaporizes right into their lungs. It's so much fun to get sprayed with cancer causing water some of which mists, vaporizes and atomizes and is then breathed in by the unknowing party goers. In this ignorant way Mayor Jane Castor is further exposing herself, other city employee minions attending the party and the unfortunate party goers to lung, other cancers and negative health effects. Misting, atomizing and vaporizing a known carcinogen mixed with river water into the air is about as shortsighted and dumb as any Mayor could ever get. Because the Mayor has negligently exposed people to a known carcinogen this is a big liability for the City.

Keeping this in mind #12 on the latest City Application to the USCG for a permit to dye the river green states: "What extra or unusual hazard to participants or non-participants will be introduced into the Regatta area?" "None - Event is not a boat race."

On their application the City falsely stated that there were no extra or unusual hazards to participants or non-participants that would be introduced into the Regatta area. To the contrary there were extra and unusual hazards to participants and non-participants at this event. The dye used to illegally pollute the river is CONTAINS A KNOWN CARCINOGEN WHICH IS A CANCER CAUSING HAZARD. Furthermore, because the Fire Department boat sprays the carcinogenically green dyed water up in the air some of which then mists, atomizes and vaporizes and is then breathed in by the unknowing participants and non-participants IS A HAZARD! So the City's entry on #10 is false and inaccurate because there is extra and unusual CARCINOGENIC hazards introduced right into the lungs of the participants and non-participants. The City negligently exposing people to a known carcinogen via water and air is great liabilty for the City.

Also on the latest City application found below there is an egregious glaring false error on #9. #9 No. of Spectator Craft and the City's false answer was "0". The City of Tampa falsely stated on a federal application there were "0" spectator craft when in fact the photos of the 2024 River O'Green Event show there were many if not 100 spectator craft watching the event. There are several false and untrue errors on a City's federal application form. Why did the City employee against his oath of office put false and untrue answers on the City's federal form? This caustic hazardous waste product is then dripped into Tampa's Drinking water supply. Mosaic in the past just let this caustic hazardous waste product escape into the atomosphere to get rid of it. The surrounding areas were negatively effected by this caustic waste allowed to escape into the atmosphere and did harm to the plants and animals. So after that it was shown that this waste product was bad for the environment it was then forbidden for the fertilizer companies to discharge this caustic hazardous waste into the atmosphere. The fertilizer companies would then have to pay a lot of money to dispose of this hazardous waste product into a toxic landfill.
